FIRST NORTHERN MINISTER OF COMMUNITY DEVELOPMENT Malam Bello Kano morepopularly known a Bello Dan Amar orMalama was born in Kano in 1906 to Mallam Baruwa Wada a District Head. His brother was the Wazirin Kano. Likeall his peers, he started education in the Quranic School very early in life before going to the Kano Provincial School in 1915. Between 1921 and 1927 he was at the Katsina Training College where he trained asa Teacher. Again, like most of his peers he took to teaching immediately after his schooling. He was Teacher and Headmaster at the Kano Primary School in which capacity he paid educational visits to such places as Logos, Ibadan, Umuahia, Own, Uyo and Aba. As earlyasthe thirties, Malam Bello Kano had identified with the unfolding Nigerian elite class and by 1945 he joined the Emir's Council in Kano. Thatsameyear 1945, he went to the UK to study Arabic in the School of Oriental and African Studies of the London University. He returned home and got elected into the Legislative Council ofNigeriain1947. Back to his career inEducation, hegotpromoted to the postof Educational Assistantin October1947and was appointed Educational'Officerto the Kano Native Administration in 1949. Again on the political field, he was among the first crop of the Northern Consciousness elite to start apolitical movement. In 1948, he was elected Publicity Secretary of the Northern Peoples Union-famm'iyar Mutanen Arewa which included such people as Dr. ILA.B. Dikko, Malam Saadu Zungar, Malam Aminu Kano and Malam Yahaya Gusau. Together, they started upon the Northern identity a veritable and solid political foundation upon which the structure of theNorth was to be built. In 1950, he served on the Brooke Arbitration which investigated causes of Labour dispute in the Nigerian Railways. He was alsoa memberof the Panelof Education Officers to survey educational standards in the three regions of Nigeria. In 1952, he made history by becoming thefirst man from Kano to become Ministeras he was named thefrrst Northern Minister of Community Development. He was later to resign his Ministerial appointment to become District Head of Dawakin Tofa with the titleofDanAmar. Malam Bello Kano also served eminentlyasa memberof thefrrst Northern Nigeria Public Service Commission in which position he proved his mettleasa tested administrator. He died in December, 1984.
