Ogvvu, was until her recent appointment as the first female Director-General of the Nigerian Institute of International Affairs, a Research professor and Head of Division of international Politics at the Institute. She is a political scientist, a diplomatic historian and above all a humane lady with wisdom and integrity. She was born in Yaba Lagos on 22'"' August 1946 and has spent a greater part of her life in a disarming, quiet, unobtrusive service to humanity, teaching and conducting research in International Relations. She has since the inception of the Nigerian War College in 1992. been a resource person delivering key lectures and serving as External Examiner. Education • Had academic training in the leading Colleges. University and graduate schools in both Nigeria and the United States. • Chosen area of specialization in International Relations is rooted in her background in Political Science and Diplomatic History, in which areas she has earned major academic awards and distinctions. Public Services to Academia, the World and Society • Director of Research and Studies at the Institute of International Affairs 1985 1986 • Visiting Fellowship position at the University of London. Institute for Latin- American Studies 1990 Presidential Delegate and Special Adviser on numerous Nigerian delegations to the United Nations General Assembly from 1988 to date The I6'1' United Nations Special Session on Apartheid in 1990 • Multinational United Nations Observer Mission in South Africa ( UNOMSA) to supervise the transition rule in 1994 • Adviser and Expert on the Nigerian Delegation to the Fourth United Nations Conference on Women in Beijing China 1995 Served as Special Adviser on Foreign Policy to the Nigerian Delegation at the 12"' Non-Aligned Summit in Durban. South Africa. Nigeria's Shuttle Diplomacy to the United Kingdom . the United States and Government held in Paris in 1998 • Serves as External Examiner for PhD theses and Professorial Appointments in various Nigerian Universities • Serves as one of the Directors of the Governing Board of the Centre for Advanced Social Science ( CASS) • Appointed on October 3"1 2000 by President Olusegun Obasanjo as Honorary Adviser on the six-man Presidential Advisory Council on International Relations. • Since September 2002. she has served on the Advisory Board of the Centre for Africa's International Relations (CAIR) University of Witwatersrand in South Africa. Appointed a member of the Academic Planning Subcommittee of the Planning Committee for the Proposed Catholic University of Nigeria. Invited by Secretary-General of the United Nations to become a member of his Advisory Board on Disarmament Matters from the year 2003 2005 • Serves as a member of Board of Regents. Covenant University Otta. • Serves as on the Advisory Committee on Political Affairs in Nigeria • Appointed a member of the Political Reform Agenda Committee charged with the responsibility of preparing the framework for a National Dialogue. Nominated by the Federal Republic of Nigeria lo the Conference. Appointed recently as the Chairperson Adv isory Board on disarmament to United Nations: February 2006. By this appointment, she becomes the third woman ever and the first black woman to head the board. Publications • Nigerian Foreign Policy: Alternative Futures Macmillan Press. 1986 • Nigeria !v International Economic Relations: Dimensions of Dependence and Change (Co authored) • Economic Diplomacy in the Contemporary World and Nigerian Experience. • The Economic Diplomacy of the Nigerian State ( co-authored and revised 2002) She has published extensively in scholarly journals and books and lectured world-wide on South-South and Latin America's Foreign Relations. Her works have been translated into Portuguese. Spanish. French and Croatian Languages. Honours, Accolades and Awards Recipient of the Diploma of Honour- the 20"' Century Award for Achievement in International Relations (Published by International Biographical Centre . Cambridge, England.) • Chosen in 2002 for her distinguished Standing and appointed to the Research Board of Advisors of the American Biographical Institute. Honoured in her country with the award of the respected Officer of the Federal Republic (OFR) in February 2005 by the President of the Federal Republic of Nigeria. Her non professional interests are broad ranging from devoted cooking, to gardening and interior decorating. Professor Joy U. Ogwu's marriage of 35 years to Dr Aloysius Ogwuu. a surgeon, is blessed with five mature young adults aged from 34 down to 24 and more so Joy is a proud grand mother.
