He was born at Ifite Ogwari to Mr. and Mrs. Nnechi Okafor in 1938 He has the First School Leaving Certificate, Teachers' Grade III and II Certificates as well as the General Certificate of Education, Ordinary Level, he also holds two Certificates of attendance of National Functional Literacy Seminar, University of Ibadan, 1977 and 1978. Hon. Okafor was a retired school master before his election into the House of Assembly. His hobbies include farming and sports. He is married with two children.
