He re presents Ihiala West Constituency. He schooled at St. Martin&#8217;s School, Ihiala, C.K.C. Onitsha and the University of Ibadan. He holds the B.A. degree. Hon. Okoye has been a long term educatio nist. He was the Vice Principal of Lagos City College, Yaba and aco-proprietor of Trinity Secondary Technical School, Apapa, Lagos. He also lectured at the&#8217; A.T.T.C, Owerri. He is interested in lawn tennis and has traveled extensively in West Africa.
