He is an elected member of the Assembly representing Michika Federal Constituency. He attended Primary School from 1962\u20141968, Government Teachers College, Bazza from 1968\u20141973 before going to Ahmadu Bello University, Zaria to read Education. He graduated in June 1978. Mr. Halla, who is a teacher by profession was the principal of Government Secondary School, Bazza, Gongola State before his election into the Constituent Assembly.
