He is a member of the National Party of Nigeria. He attended the County T.T.C, Edem Uma David and has three children. Hon. Ukpong is one of the four children of Mr. Akpan, Ukpong and Madam Adiaha Udo Antia. Both parents are deceased. His hobby is lawn tennis. from 1963 to 1964 and obtained the Teachers Grade III Certificate. In 1967 he entered the Government T.T.C. Uyo to read for the Teachers Grade II Certificate which he obtained in 1969. Hon. Ukpong also passed some papers at the Advanced Level in the G.C.E. examina tions in 1970 before entering the University of Nigeria Nsukka in 1970. He passed and obtain ed the B.Sc. (Hon) degree in 1973 and served the NYSC scheme in 1973 to 1974. Between 1974 and 1976 Hon. Ukpong was the Vice Principal of the Christian School, Ukpom Abak and later in October 1976 joined the academic staff of the College of Education, Uyo, in the Cross River State as a Lecturer Grade II.
