He was born in Irrua, Bendel State on January 26, 1925. He began his educational career at Irrua and Ekpoma, 1933\u201440, and attended Government College, Ibadan, 1941 \u201446 and University of Exeter, Devon, 1953\u201455. He also attended Geneva Africa Institute, Switzerland, 1955-56. Ambassador Osobase is a retired Ambassador and has held Board appointments in Bendel State. He is currently a member of the Governing Council of the National Institute for Policy and Strategic Studies, Kuru. He is married with eight children.
