He attended Primary School, Iwukem, 1949\u201455, Government College, Umuahia, 1955\u201462 and College of Medicine, University of Lagos, 1963 to 1968. He became a fellow of the Royal College of Surgeons (FRCS), Edinburgh in 1975. Dr. Ukpong did a short service as a medical officer with the 3 Brigade of the 1 Division of the Nigerian Army during the civil war. He is the Medical Director, Asaku Specialist Clinic, Ikot Ekpene. He is marrried with five children.
