He proceeded to the Kaduna Polytechnic where he obtained a Higher National Diploma (HND) in 1993.<br \/>\nPhilip Gutuwa worked in the local government from 1983, where rose to the position of the Local Government Treasurer. He was later appointed a commissioner in Adamawa State.<br \/>\nIn the year 2015, he was elected as a member of the Federal House of Representatives, representing the Guyuk\/Shelleng Federal Constituency of Adamawa State.<br \/>\nGutuwa\u2019s legislative interest, lies in making legislations on matters that relates to state and local government, federal character, power, water resources, works, federal capital territory etc.<br \/>\nPhilip always strives to submit bills that will drive benefit to his people.
