He was educated at the Borno Middle School III, and appointedinto the Wall&#8217;s officeasaScribe in 1945. He was transferredto the Police DepartmentasaClerk andpromotedto the rank of Lance Corporal, in 1949. From there, he was again transferredto thepostof lyalemi (Shehu&#8217;srepresentative) the sameyear. In 1950, Alhaji Mustapha was appointed Veterinary Supervisor andposted to Nguru town as the representative. FromNguru, he was again transferredto the Central Office, Maiduguriin 1952,from where heproceededto Zaria to attenda LocalGovernmentcourse atthe oldClericalCentre, Kongo, now the Institute ofAdministration, ABU, Zaria, and laterwent to the ClericalTrainingSchoolin the same Institute in 1953. He was eleaedas amember of theformer Northern Nigerian House of Assembly in 1956. Alhaji Mustafa was appointedaParliamentary Secretary in the .formerNorthern Nigeriangovernment and was attachedto Ministry of Lands andSurvey, theposthe heldbefore the army take-overin 1966. On his return to Maiduguri, he was offeredajob in the 1966. He waspromoted to the rank of the DistrictHead of&#8217; Mafa inJuly, 1968. He was latertransferredto Nganyzi District, on promotion in 1970, theposthe helduntilhisselection as the newShehu ofBorno.
