Alhaji Shehu Aliyu. Usman Shagari, teacher, politician, former Cabinet Minister in the first Republic and Federal Commissioner for Finance in Gowon’s government was elected first executive President of Nigeria on August 4th, 1979. He was born in May 1924 in Shagari village Yabo Local Government area of Sokoto State and attended a Koranic School and Primary School in Yabo 1931-35; Middle School, Sokoto 1935-41 and Kaduna College, Kaduna 1941-43. Alhaji Shehu later attended the Zaria Middle School, a teacher training college, (1944-45) and obtained the Higher Elementary Teachers Certificate specializing in science. He became science master at the Sokoto Middle School, 1945-51. After studying education administration at the Bauchi Teachers College, he was appointed Headmaster Senior Primary School, Argungu, 1951-52 and later Senior visiting teacher for Sokoto Province 1953-56. He then went to the United Kingdom for advanced studies in administration. Alhaji Shehu later founded and be came Secretary of the Sokoto branch of the banned Northern People’sCon gress (NPC) 1951-56: He attended a British Council study tour ofUJC., in 1953. He was elected into the Federal House of Representatives for Sokoto West in 1954* and attended the Com monwealth Parliamentary Association’s Conference at Westminster, London, 1 1958. ‘ When he was elected member of House of Representatives (1954-66), he was appointed Parliamentary Secretary to the Prime Minister 1958\/59. He wasappointed Minister of Commerce and Industry (October-November 1959) Economic Development (1959) and Federal Minister of Pensions Establishments and Training in 1960 after his re-election in 1959 to Parliament. The President became Federal Minister of Internal Affairs and Communications 1962-65, and Federal Minister of Works 1965-66; the portfolio he was holding before the army seized power in 1966. When the Army took over power, Alhaji Shagari retired to his farm in Sokoto. He later served as Secretary, Sokoto Provincial Education Development Fund, 196768; appointed Commissioner for Establishments, North-West State. He became Federal Commis sionerforEconomicDevelopment, Rehabilitation and Reconstruction in October 1971 July 1975, in succession to Chief Obafemi Awolowo who resigned in June 1971. Alhaji Shagari went back to his farm in Sokoto in 1975 when General Murtala Muhammed’s government came to power but was later elected into the Constituent Assembly. Alhaji Shehu holds the traditional title Turankin Sokoto. He is married with six children, three sons, and three daughters.
