MUTAWALLIN KATSINA LATER TAFIDANKATSINA; FEDERAL MINISTER OF LAGOS AFFAIRS He was bom in Katsina in 1912 to Malam Umaru Mutawallen Katsina and Binta, sister of the Sarkin Katsina Dikko. He was enrolled at the age of ten into the Katsina Elementary School andfrom 1926 to 1927, he was in the Provincial School. Hiwas at the elite Katsina Collegefrom 1928 to 1930 and was in class with people like Isa Kaita Wazirin Katsina and Alhaji Abubakar Imam. After school, he taught at the Katsina Middle Schoolforfourteen years, 1931 to 1945. He then transferred his services to the Native Authority Agriculture Department as the Wazirin Gona and was stationed at Daudawa from 1945 to 1953, Development and Local Government Secretary (Tafidan Katsina) and member of Katsina NA.. Council from 1953 to 1959; member of Produce Inspection; member Pilgrims Agency Board, Northern Region; member, Katsina NA.. Provincial and NA. Tenders Boards; Member Appointment Boards Disciplinary Committee. When in 1953, Alhaji Isa Kaita vacated his seat as NA.. Development Secretary to become Minister he was replaced by Alhaji Musa Yar'adua who himself embraced full politics in 1955. About this time, he was turbaned the Tafidan Katsina, from then he was chairman of theNorthern Peoples Congress till 1966 when the bloody coup terminated their Government and politics. Within the period, he won the Katsina Central Constituency seat into the House of Representatives from where he was appointed Minister, first in the Ministry of Establishment, Nigerianisation and Training and later in the Ministry of Lagos Affairs all between 1960 and 1966. Later after the coup, the Tafidan Katsina was to serve as the first Chairman, Katsina Area Council (after the reforms)from 1970 to 1976 and atthe same time playing his role asstronga memberof the Katsina Emirate Council. Described as one of the leading lights of Nigeria's politics and influential philosopher in Nigerian political development, he was in the second Republic one of the influential Vice Chairmenof the National Partyof Nigeria which was in actual fact a recognition of his position asapillar anda man ofpolitical wisdom. He had also held many other responsible offices in his life including being Chairman, Katsina Province Agricultural Development Association, Roads Nigeria and Katsina Steel Rolling Company. He was also Patron of Katsina Fives Association, Treasurerof the Katsina Province Education Fund, Katsina Central Mosque Fund and Jama'atul Nasril Islam, Nigeria. He was turbanedin 1986as theMutawallinKatsina. Hediedin 1993.
