Minister in the Ministry of Communications, Aged 42 years, Chief Etteng Okoi-Obuli was born at Nko-Ugep in the Cross -River State. He obtained a Grade III Teacher's Certificate in 1956, the L.L.B. Hons. (London) in 1969 and was called to the Nigerian Bar in 1974. He was a Director of the Nigerian Mining Corporation from 197679 and Chairman, Cross River State Rural Electrification Board from 177 to 1979. Chief Okoi Obuli is married and has five children
