NORTHERN MINISTER OF SOCIAL WELFARE AND COOPERATIVES He was born in the old Kano province and did Quranic education at home before going to Kano Provincial Elementary School. He then went to Kano Middle School before crowning itup with as tintatthe elite Katsina Higher College. Alhaji Umaru also wentfor further training at the Agricultural School, (Institute of Agriculture) Samam Zaria anddidalocalgovernment course in the UnitedKingdom. Finally he went to the Institute of Administration (ABU)Zaria where he didacourseforNativeAdministration Councilors. Before going into politics and representative office, he was essentially anNA man with adequateflairfor traditional authority. J4S vas variously Kano NA councilorfor Natural Resources and 'Survey, Government Agricultural Assistant Grade I and Wakilin Waje, Councilor in charge of Kano City and environs between 1952 and 1955. In 1955 he was appointedSarkin Fulaninjaidinawa and thatyear, he not onlyfully identified with the Northern Peoples Congress butgearedhimselfforelective office undertheparty. Hewon the Danbatta seatfor theparty into the Northern House of Assembly in 1956whichpaved the wayforhis appointment asthe Northern Minister of Establishmentand Training. Forbeing a consistentmember of theparty and winneratelections, he was laterappointedMinisterofSocial Welfare andCooperatives. Thegentleman Politician, consistent Administrator and confident Leader served his region until theirgovernment was sackedbyabandofmutineeringsoldiersin abloody coup de taton the 15*- ofJanuary 1966. Uke hispeers, he returned to Kano, after the Coup to become a Councillor inthe Emirate Council between 1966 and 1969.Hescored another distinction when he was appointed Distria Head of Garki (now injigawa State) in 1969 and heldthe office with diligence till his death on the 16th of April 1984 in Zaria.
