THE AKANABA OF IDOMALAND FEDERAL PERMANENT SECRETARY He was bomin Okpoga, Idoma Divisionin 1929. He attended the Roman Catholic Primary School Otukpo from 1935 and 194landalso went to the Christ the King Colkge Onitsha in 1942-45. He was later to go to the London School of Economics Englandfrom where hegyaduatedin 1957. Andrew Obeya had before pursuing higher Education worked as an Agricultural Assistant in 1947 and later as a Clerk in the Northern Regional Governmentfrom 1948-1956. Between 1957 and 1961, he served Northern Nigeria asDivisionalAdministrative Officerof Maiduguri and later Okene andPotiskumin that order. In 1962, he was transferred to the Federal Public Service where he rose to the position of Deputy Permanent Secretary in theMinistry of Works uptill 1965. It was whik in thefederal service that Andrew Obeya had the opportunity to show his classasa first rate administrator. This was responsibkforhis movement to the Federal Census Board as the Chief Federal Census Officer and later Secretary, Federal'Electoral Commission. In June of 1965 he was named the successor to Mr. T.B. Musgrove as Secretary to the Nigerian Coal Corporation. He became thefirst Nigerian to hold the position which hefully assumedat the endof theyear. Barelya year later he was named Federal Permanent Secretary, Ministry of Defenceinthe crisisperiod After the creation of States in 1968, the needforTechnocrats in the States arose and Andrew Obeya became an answer to prayer as the new Military Government offered him the position of the Secretary to the Governmentof the State which he took and servedtill1970. He once again movedto the Federal Service as the Secretary, National Universities Commission. He also servedas the Permanent Secretaryfor Social Welfarein the Officeof theHeadof the CivilServicein 1979. He was theAkanaba of Idoma land andAmaka Obi of OgwashiUku.
