Honourable Tubo Bob-Manuel was born on December 14, 1938 at Abonnema, Rivers State. His father, the late Mr. Oluoma Bob-Manuel, had four children while he is one of his mother's two. Honourable Bob-Manuel whose father's care instilled in him the zeal and determination to make the best of odds, attended Bishop Crowther Memorial School Abonnema from 1944-51. Two years later, he gained admission to Kalahari National College, Buguma where he passed the School Certificate Examination in 1957. He also attended the Emergency Science School, Lagos for his Higher School Certificate between 1959 and 1960. Hon. Bob-Manuel holds a Diploma of the Institute of Transport, London.. He was with the Nigerian Railway Corpora tion between 1958 and 1959. The greater part of his working experience was with the Depart ment of Customs and Excise from 1959 to 1965.
