Minister of Finance, was born on Sep tember 3, 1940 at Omoku Ahoada Rivers State. He attended Okongwu Memorial Grammar School, Nnewi and the College of Arts, Science and Technology, Enugu, before gradua ting in Civil Engineering at the Uni versity of Nigeria, Nsukka in 1966. After a brief spell with the Anam bra State Government, Mr. Masi formed the Port-Harcourt-based Mangrove Engineering (Nigeria) Limited in 1971 and became its Chairman and Managing Director. He worked as a part-time lecturer with the College of Science and Technology, Port Harcourt from 1970 to 1972. He is married and has three children.
