Dr. Osayi is a seasoned Administrator who has been severally recognized for his dedication and excellence. As an assistance corps marshal with the federal Road safety corps (FRSC), he developed and implemented key programs and policies of the FRSC, instituted several far- reaching infrastructural and management changes and due process in various activities under his department. Previously, he held other executive and senior management positions in Federal and state institutions, including roles as director of personnel, Anambra Broadcasting service (ABS-Radio/TV), Director-General, Enugu State cabinet secretariat/ special Duties; Director –General, Ministry of information & culture and pioneer managing Director/Chief executive, Enugu state Broadcasting service (ESBS). Dr. Osayi has brought his training as a philosopher and expertise as an Administrator to bear in his various roles. At ESBS, in addition to his role as MD/CEO he produced and presented a weekly philosophy of life/Ethics programme- “The inquirer,” which was the toast of intellectuals and general public alike East of the Niger, earning recognition and a certificate for Top management skill in TV production from broadcasting organization of Nigeria (BON). He founded the Mbu Association of New breeds (M.A.N.) under whose auspices the first secondary school in his town was built. The association also facilitated the attraction of a comprehensive Health Centre, Maternity, Postal Agency and Rural Electrification to the community. Dr. Osayi has authored, edited and published numerous books and articles. He is a philanthropist, a sports man, and a distinguished Alumnus of the University of Nigeria Nsukka, and University of Manitoba, Winnipeg, Manitoba, Canada.

KEY ACCOMPLISHMENTS AS DIRECTOR/ ASSISTANT CORPS MARSHALL (ACM), DEPARTMENT OF TRAINING, FEDERAL ROAD SAFETY COMMISSION (FRSC) ABUJA BETWEEN NOV. 2002 AND OCT. 2007:

1. Developed the syllabus for the teaching of road safety principles and practice in both primary and secondary schools in Nigeria, already approved by the Nigerian Educational Research and Development Council (NERDC).
2. Chaired the FRSC committee that recommended the development of key infrastructure for the corps, resulting in the creating of FRSC website, and fax/email facilities
3. Successfully linked the FRSC with some widely acclaimed local and international agency that later provided foreign technical aids to the corps.
4. Identified the need for and painstakingly prepared a draft memorandum of the FRSC Trust Fund
5. Edited and co-produced “A cartoon Book containing tips on road safety for children” and audio tapes containing Tips on Defensive Driving for adult Drivers (2000), in collaboration with Green coast (Nig) Ltd.
6. Established collaboration with the Department of special Education, University of Jos to translate the children’s cartoon Book into Braille writing for visually impaired children in primary and Post- primary school in Nigeria.
