NORTHERN AND FEDERAL PERMANENT SECRETARY; Bukar Shaib was bom in 1927, at Geidam in the old Bomo Province now in Yobe State. After doing the mandatory Islamic Knowledge classes, he attendedvarious Schools andColleges in Nigeria including the famous Barewa College from 1934 to 1948. He also attended the Liverpool University and obtained the degree of Bachelor of Veterinary Medicine and became member of the Royal College of Veterinary Surgeons from 1949 to 1954. He was thefrrst Northerner to acquire this feat. He later attended the Edinburgh University and obtained aDiploma in Tropical Veterinary Medicine between 1957 and 1958. The Man who was to become an epitome of the true Northern servicestartedhiscareerasFieldVeterinaryOfficerinNortbemNigeriabetwee^ and commitment to service, he rose to become Permanent Secretary in charge of the Ministry of Animal and Forest Resources, Northern Region of Nigeria between 1961 and 1967. After the bloody Coup of 1966 and creation of states in 1967, highly educated and conscientious Northerners were drafted to the federal service to balance the gaping difference. Dr. Bukar Shaib was one of such people. He became Permanent Secretary in charge of the Federal Ministry of Agriculture and Water Resources from 1968 to 1978. It was from that position that he was appointed Nigerian Ambassador to Italy and served from 1978 to 1980. Onhisretum, and because of his quality and type of education, he was appointed Special Adviser to the President of Nigeria on Agriculture from 1980 to 1983. For the same reason, he was appointed Federal Minister of Agriculture and WaterResources between 1984 and 1985. Dr. Bukar Shaib's expertise on the subjert of Agriculture, found more expressionashe was variously appointed into Boards of Federal Parastatals. He was Chairman Federal Environmental Protection Agencyof Nigeria 1988-1992; Chairman National Advisory Committee on Agricultural Research 1992-1999; Member of the Nigerian Delegation to FAO African Regional and Biennial Conference (and during thatperiod served on several FAO Committees including Chairman of Committee on Agriculture) 1963-1984; Vice-Cbairmanof the Programme Committee and Independent Chairmanof Council 1963-1984; Member Board of Trusteesof the International Institute of Tropical Agriculture (ITTA) and later Chairman, 1968-1976; Nigerian Representative on Consultative Group on InternationalAgriculture Research (Nigerian became the first Developing country/ contributing memberof the group in 1975) 1974-1977; Chairman, West African Rice Development Association (WARDA) 1974-1976; Member, International Livestock Centre for Africa (LICA) 1975-1977; Member, Board of Trustees of the International Fertilizer Development Centre (IFDC) 1981-1998; Member, Advisory Committee of the Australian Centrefor International Agricultural Research 1980-1985; Member, UN Commission on Environment and Development (the Bruntland Commission) 1985-1987; Led the Nigerian Delegation to the Negotiating Sessions of the preparatory committee of the UN Conference on Environment and Development, which culminated in the Rio Earth Summit 1990-1992; Chairman, Oversight Panel, FAO Special ProgrammeforFood Security (SPES) 1994 to Date. DrBukar Shaib remains one of the most outstandingperformersin socio-political landscapeof Nigeria andin recognition of thatpositionagrateful nation conferred on him the honourof commanderof the Orderof the Federal Republicof CFR. *> "...
