Minister of Science and Technology, was born at Umuokrika Ekwerazu; Alii- azu-Mbaise, Imo State on April 20, 1931. He obtained his first degree in economics from the University of New Hampshire and his masters and doctorate degrees in the same discipline from Harvard University all in the U.S.A. Dr. Ugoh lectured at the University of Nigeria, Nsukka for many years and was appointed Director, Economic Development Institute of the University in 1970. He was a member of the Consti tuent Assembly and at one time a Director of the Central Bank of Nigeria. He is married and has five children.
