, MBE, CON, WAZIRIN BORNO PERMANENTSECRETARY, MINISTRY OF EXTERNAL AFFAIRS. Alhaji Abba Annas was bom in the old Bomo Province on Oaober 1,1929 to afamily of Jurists and Administrators. r He started Ekmentary School after Islamic education, attending Damaturu Ekmentary Scnool, Yerwa Central Ekmentary School and Maiduguri Middk School in that order from 1936 to 1943. He later attended the famous Kaduna Colkge from 1944 to 1947 and the Institute of Administration Zariafrom 1948 to 1949. Later in life, ShettimaAbbaAnnas did atwo-years course at the London School of Economics and Political Sciencefrom 1957 to 1958. ShettimaAbbaAnnas Baba Gana was a man of may parts. He wasa Teacher, Administrator, Bureaucrat, Traditionalist and Diplomat servingin differentpositions in theNorth, in the Centre and Abroad He waslnstruttorin Local Treasury Accounting at the Institute of Administration Zaria between 1949 and 1953, Staff Officer in the Secretariatoftheformer-Governmentof'Northern Nigeria from 1953 to 1954, Administrative Officer in theNorthern Region Public Service Commission, Kaduna between 1954 and 1958. A man of steadfast and confident chararter, Shettima Abba Annas in appreciation of his sterling qualities was appointed Recruitment Secretary, overseas, London. His duties were recruiting expatriate Staff for the Northem Region Civil Service. He served in this capacity between 1958 and 1961 when he was appointed Permanent Secretary in the Northern Nigeria Ministry of Trade and Industry in 1962. From 1963 to 1965, he became Agent General (Commissioner) representing the Government of Northern Nigeria in London. From 1965 to 1968, he at first served as Ambassador to japam and on his return to Nigeria, was made Permanent Secretary, Federal Ministry of External Affairs Lagosthe post he held until 1972 when he was turbaned the Wazirin Bomo precisely on Tuesday November 14th. He was also the Chairman of the Committee that determined the future of the Interim Common Service Agency ISCA (North) and its Eastern States equivakntESIALA. Also briefly, Ambassador Abba Annas Baba Gana was Direaor, African Development Bank in 1972 a position which lasted afew months before he was instalkd the Wazirin Bomo. Wayri.
