Dr. Bello Katagum was born on November 5, 1947 in his home town, Katagum, Bauchi State. Apart from the primary and secondary education, Dr. Katagum attended Ahmadu Bello University, Zaria between 1968 and 1973 and obtained the MB; BS degree. He also went to Bristol Royal Infirmary, UK and Liverpool School of Tropical Medicine (1976—1978). He served as Commissioner in the Ministries of Health, Education and Works in Bauchi State between 1985 and 1987. He is a nominated member of the Constituent Assembly and likes swimming. He is married with seven children and works as a self employed medical specialist (Physician) in Bauchi.
