Hon Ogba believes so much in Community Service and has committed both material resources and time to it. Within six months in office as the Transition Chairman, Prince Kennedy Ogba embarked on execution of laudable projects. He completed more than twenty landmark projects within a short period Immediately after he was sworn in, Prince Ogba addressed the Council and said: 'Our Project Implementation process started in April 2004 after our Inauguration with Consultative Need Assessment Meetings of Community Leaders, Politicians, Workers, Traders, Women and Youths during which forty 'people-oriented' projects were chosen. We set 20-weeks completion target by faith. Recall that during the 'Transition Tenure', our 20 Projects in 20 weeks, July November 2003, which his Excellency commissioned in January, 2004 got a State Award'. Hon. Ogba is an action man who has come to serve the people and not to exploit them for personal gains. His hard work, honesty and commitment to the service of his people have made him an Icon of note in the service of the people, no matter at what level of leadership of service.

During the last year of his tenure as Local Government Chairman, some leaders in the State approached Kennedy Ogba to contest the House of Assembly seat in his constituency, Ohaukwu South Constituency in Ebonyi State. After consultations and series of meetings, he accepted to contest the office. It is Hon Kennedy’s policy not to snatch position from any one who has not served two tenures. The incumbent serving member from his constituency had served two tenures and was no more vying for the office. He was successfully elected into the position.

BILLS
As the Deputy House Leader, he sponsored and co-sponsored many Executive bills. Worthy of mention is the Empowerment bill tagged ‘Zero Tolerance to Idleness.’ This unique bill sought for the establishment of Industrial Development and Training Centres in the three zones of Ebonyi State. This structure can be further replicated at the Local Government Areas. The bill sought to train beneficiaries of State and National Empowerment programs for a certain period, before they are given cash to establish their businesses.

He espoused this bill, after reviewing the outcome of the Empowerment schemes at both State and National levels. In his survey, 99% of businesses
started by beneficiaries of Empowerment programs couldn’t lift them out of poverty. The money or equipment were usually mismanaged due to poor Capacity occasioned by inadequate or total lack of training.

He proposed:
1) a certain period for enlightenment to adequately sensitise the people about the scheme,
2) Enlistment of (a) Professionals, (b) skilled producers drawn from various areas of industrial production, (c) Service providers, and sales of goods.
3) Enlistment and training of interested people on produce-in-training bases. the organisation will serve as training, production, sales and service centres.
However, due to certain political situations at the time, the bill could not sail through. In his capacity as member of the House of Assembly, Hon. Ogba periodically embarked on a need assessment tour of the Wards in his constituency. during such visits he would update the Constituents on his activities in the floor of the House. It was also used as a time to ask the people their areas of need, which he will build into the Budget for constituency projects.

It was based on such interaction that he built culvert at Amike for Ezzamgbo Ward, Ameze open stalls for Amechi Umuagara Ward. Ameze Market II for Amofia/Umezeaka Ward, Borehole for Umuogudu Oshia Ward, Borehole for Umuogudu Akpu Ward.

Hon. Ogba was appointed as Commissioner in the State Civil Service Commission in 2015. In January 2017, due to his unique manner of blending Faith with leadership, the State Governor appointed him as Coordinator of Moral Evangelism, due to his unique manner of blending Faith with leadership. He takes the Good News of moral and spiritual rebirth to the Institutions, Organisations and Communities in Ebonyi North zone.
