(NPP) was born on July 1, 1925 at Ihiala. He re presents Ihiala West Constituency. He schooled at St. Martin's School, Ihiala, C.K.C. Onitsha and the University of Ibadan. He holds the B.A. degree. Hon. Okoye has been a long term educatio nist. He was the Vice Principal of Lagos City College, Yaba and aco-proprietor of Trinity Secondary Technical School, Apapa, Lagos. He also lectured at the' A.T.T.C, Owerri. He is interested in lawn tennis and has traveled extensively in West Africa. His philosophy of life is "Time and Truth Consciouness." He is married with 11 children.
