(NPP) was born in 1936 at Ekwashi-Ngbo in Ishielu Local Government area. He represents Ishi elu Central. He had his primary education at Methodist Elementary Training College, Uzuakoli and later at Methodist High Elementary Training College in the same town. While a Grade II teacher he took private tuition and obtained the G.C.E. Ordinary and Advanced Levels. Hon. Okpaga retired from the teaching service in 1978. He is interested in reading novels and has the philosophy of "malice towards none." He is married with seven children.
