He embarked on the project of restructuring the NCAA. These include: • Enforcement of compliance to safety rules such as inspection, operation, certificate, licensing, monitoring and protection for the overall interest of operators, passengers and the general public. • Division ofNCAA into directorates namely. Directorate ofAir Transport Regulations (DATR). Directorate ofAerodrome and Air space Standards (DAAS). Directorate of Airworthiness Standards(DAWS). Directorate of Operations. Licensing and Training Standards (DOLTS). Directorate of Administration and Corporate AlTairs (DAC) and the Directorate of Finance and Accounts (DFA) • Initialed consumer interactive forum under the Supervision of Consumer Protective Unit (CPU) educating the air travelers and operators on their rights and obligations to each other. • Re-engineering and re-defining the activities of the regulatory agency to realize government's objective of providing safe, efficient, reliable, dynamic, customer-focused and market driven air transport services in accordance with ICAO's standards and recommended practices. • Annual Management retreat oflhe Agency. • Adequate staff training, development and optimizing the use of human resources, ensuring recording, interpretation and reporting activities of the authority in financial terms and protecting its assets as well as cutting waste. Other Achievements • Provision of Inspectors Handbook by NCAA • NCAA 86 percent marks by ICAO's audit panel • Introduction of International Aviation Safety Assessment (IASA) recommendations for foreign carrier operating into the Country. • Successful monitoring of and supervisionof rehabilitation works on runways at the MallamAminu Kano International Airport. Yola Airport as well as design. Construction and Commissioning of the Escravos Airfield in Delta • Contributed to the Publication and Presentation of the follow in» books: The Air Travelers Guide. The Consumer Digest and Air Navigation Regulations among others. It is noteworthy that Engr. Onyeyiri's administration mandated the Nigeria Aviation Handling Company (NAHCO), Sky Power Aviation Handling CompanySAACOLand Nigerian Postal Service (NIPOST) to procure Cargo X-ray machines for screening of all Cargoes leaving by air. Engr. Fidelis Onyeyiri is a determined and hardworking man whose aim is to achieve the best in a very honest way. He is happily married with children.
