He attended Villavova Secondary School, Numan from 1971 to 1975 and North-East College of Arts and Science from 1975 to 1977, where he obtained his Higher School Certificate. He then went to the Ahmadu Bello University, Zaria, where he obtained a B.Sc. (Hons) in Political Science. He is a civil servant. Mr. Stephen is single. His hobbies are table tennis, squash and travelling.
