was born in Karmu in Toto L.G.C. Area, 1949.He attended Primary Schools at Gadabukeand Laminga between 1958- 64. He passed to Government Tea cher's College in 1965 from where he obtained his Teachers' Grade 11 Certifi cate in 1969. He attended AbduIIahi Bayero College (now Bayero Univer sity, Kano) in 1973-74 for his Prelimi nary Studies. He was admitted into the Ahmadu Bellow University, the foliowing year, where he read and obtained his B.Sc. Hons. Economics in 1977. Between 1970-72 he taught in Nasa rawa and Tudu Uku Primary Schools respectively. He did his National Youth -Service in 1977-78 in Kwara State where he taught at the Crowther Memorial College, Lokoja. On comple tion of his National Youth Service, Alhaji Ubam was employed as Economic Planning Officer in the same Mini stry. He was appointed to his present post on October 9th, 1979. He is married with three children.
