The Deputy Governor, Engr.Roy Umenyiwas bornon March11, 1926 at Ugain Agitata LocalGovernment Area. Heattended St. Vincent's Primary School,Uga,andSt.Andrew'sPrimary School, Adazi, from 1933-40. After his Secondary educationatChristthe KingCollege,Onitsha, from 194144 he went to London where he studied engineering at the Collegeof Techno- ^ logy ofBatterseaUniversityqualifying in 1958. He underwent a course in production management for six months at the Hague while serving with the Shell-BP in 1962. Engineer Umenyi has held many engineering positions in Shell-BP. BeginningfirstasanAsst.GasandOil Engineerin 1958, he workedasGas and OilEngineer;Asst. OilFieldPro ject Engineer and Senior Oil Field Project Engineer. He was engaged mainly in design of a gas and oil installationssupervision,construction, productionandmaintainance.Deputy Governor Umenyi was.the Head of EngineeringConstruction Department (Production facilities) ofthe Shell-BP • * at the outbreak of hostilities in 1967. , It is worthy of note that Engineer • Umenyi's engineering expertize was tappedtothefullinthethreephased 1 installationwork ofBonnycrudeoil terminaland on the development of utinized crude oil production units now beingproduced bythe National Tanks Corporation,Houston, forthe Shell-BP Petroleum Company Ltd. Between 1967 and 1970, Engr. Umenyi was Director and Head of Petroleum Services of Petroleum Management Board of Eastern Nigeria charged withthe direct responsibility of producing and refiningcrudeoil. « From 1971 untilhisrecent appoint ment,hewasinlucrativeprivatebusi ness as Managing Director of Naupan Engineering Company Ltd., Chairman, Sason's Services and Supplies Com pany Ltd. and Director,Deputy Chairman of Naupan Collavino Engineering and Construction Company. Engr. Umenyi is a member of the Nigerian Institute of Management (NIM) member, and Fellow, Council of Registered Engineers (COREN). As a member of the COREN he has held executive positions: Chairman, Eastern area 1971; Chairman, COREN's Spe cial Committee on Engineering Maintainance and member of the Interview Panel of the COREN for the Eastern States, a membership he retains till date. As a member of the NIM, he was once the alternate representative of the Shell-BP in that body. Engr. Umenyi's engineering experience did not fail to attract the attention of the Government. Between 1972-75, he was Director and Chair man of Nigersteel Company Ltd. In 1972, he served in Federal Govern ment's Petroleum sub-committee of the Conference on Science and Tech nology and in 1978, he was a member and chairman of panel on national board for technical education on syllabusfor the NNDdiploma. The Deputy Governor has publi shed papers including Factors inhibi ting the effective Role of engineers in the development of the Nigerian eco nomy; Management and financing of Industries; Meaningful Nigerianization; Management Accounting; a method of budgetary and financial control and the Use of mathematical probability in Engineering planning. He is married with four children.
